The Trade Agreements Act of 1979 (TAA) governs which products the U.S. government may purchase under certain covered contracts. In practice, TAA-covered procurements — including many purchases made through GSA Schedule / GSA Multiple Award Schedule vehicles and a range of federal and Department of Defense contracts — require that end products be U.S.-made or “designated-country” end products.
A product qualifies when it is wholly manufactured in, or “substantially transformed” within, the United States or a TAA-designated country. Products from non-designated countries are generally excluded from TAA-covered contracts. Whether a specific contract is TAA-covered, and which countries qualify as designated, is determined by the contract terms and the applicable Federal Acquisition Regulation (FAR) provisions.
If your acquisition is subject to the Trade Agreements Act, the products you buy must meet the country-of-origin rules above to be eligible. For asset-tracking hardware, that means confirming a specific tag, gateway, or reader model is a TAA-compliant end product before it goes on a covered order.
